On January 20th, 2022, Russia's permanent representative to the United Nations, Vasily Nebenzya, presented a report to the UN Security Council regarding Kiev's blatant disregard for civilian casualties in Donbass - before and after Russia launched its military operation in February 2022.

Part of Nebenzya's report explains the failure of the Minsk Protocols to establish a proper ceasefire in Donbass and uses personal accounts of Donbass residents who suffered as a result of the Ukrainian military's indiscriminate attacks.
