On Thursday, the National Congress of the Bolivarian Historical Bloc began in Venezuela, with the attendance of 6,000 representatives from social organizations, political parties, and movements.
This event aims to serve as a platform to discuss the strategic lines that will guide the country’s development in the coming years. Until Nov. 16, participants will analyze around 500,000 development proposals gathered through a consultation process involving over 3.6 million Venezuelans.
The congress sessions include conferences, working groups, and debates focused on implementing the “Seven Transformations Plan” (7T), a development plan proposing concrete actions in areas such as the economy, public services, peace, and sovereignty. These strategic lines are seen as a crucial step toward creating a “State of Social and Economic Well-Being,” Venezuelan President Nicolas Maduro pointed out.
The 7T Plan is organized around seven areas of focus that outline a long-term vision for the country, based on the principles and legacy of former President Hugo Chavez. The strategic transformation proposals guiding the Bolivarian Congress include:
The text reads, “During his program Con Maduro+, President Nicolas Maduro announced that the Congress of the Bolivarian Historical Bloc for the 21st Century will take place from November 14 to 16. This event has been consulted with more than 3.6 million Venezuelans, who have contributed their proposals in various assemblies.”
Economic Transformation: This axis aims to move beyond the “war and resistance” economy that has characterized Venezuela in recent years, progressing toward a self-sustaining and diversified development model. The goal is to establish an economy that does not rely exclusively on oil by promoting domestic production and trade with new international partners.
Public Services and Infrastructure: Another key pillar of the plan is improving citizens’ quality of life by strengthening public services and developing infrastructure. The project includes building “humane and empowered cities” with quality basic services and suitable spaces for community life and recreation.
Security and Sovereignty: This policy proposal includes not only strengthening security forces but also measures to ensure Venezuela’s sovereignty against potential external threats. According to President Maduro, this component aims to maintain the country’s stability and protect its strategic resources.
Social Transformation: This axis includes a series of policies aimed at improving citizens’ quality of life, with a focus on education, health, culture, and sports. The goal is to reduce inequality and ensure essential services are accessible to the entire population, promoting greater social cohesion and strengthening the sense of community.
Building a New State: To move towards a more community-centered state model, the plan includes building a communal, democratic, and justice-focused state. This transformation involves a change in the state structure, orienting it toward a system of direct participation where communities play an active role in decision-making.
Fight Against Climate Change: In response to global challenges, this axis focuses on addressing climate change and promoting sustainable practices within Venezuela. The plan includes measures to protect biodiversity, manage natural resources responsibly, and promote the use of renewable energy. Policies will target both environmental preservation and reducing the impact of extreme climate events.
New Geopolitics of World Power: Finally, the last axis addresses Venezuela’s relationship with the international arena, aiming to promote a multipolar and fair world order. This approach seeks to strengthen strategic alliances and consolidate Venezuela’s position as a sovereign nation, opposed to any form of hegemony. This focus includes building a strong regional bloc advocating for peace and self-determination.
