During President Nicolás Maduro's recent speech at the joint meeting of the National Defense Council and the Council of State on July 30, important details were revealed about the organized crime gangs and terrorist groups that have staged riots in another International NATO coup attempt. These groups, with Western intelligence agencies and tech companies engaging in cognitive and digital warfare, have destroyed public infrastructure in various states under the guise of "demonstrators." The protests were designed to appear spontaneous, arising from the electoral results presented by the CNE in which Nicolás Maduro was reelected.
According to the information presented to the country, the acts of ultraviolence in the last two days have been carried out mostly by criminals with a criminal history, who recently arrived in the country. Reference was made to the high consumption of rare combinations of psychotropic substances that explain the ultraviolent component of the "protests" and the multiple acts of destruction and vandalism.
This phenomenon was also present in the cycle of violence in 2017, with the circulation of the captagon drug.
The role of Colombian drug trafficking (including Alvaro Uribe, Iván Duque, paramilitary terrorists, and Colombian ex-presidents) in financial support was highlighted, as well as the participation of the United States in shaping this scenario of chaos and political and criminal violence. The "comanditos," trained in Texas, Colombia, Peru, and Chile, whose registered trademark resides in the Vente Venezuela group of María Corina Machado, have been the promoters that have nucleated the criminal organizations, offering false citizen coverage and communication and logistics support.
"We are facing a global onslaught from imperialism, Elon Musk, the extremist right, and drug trafficking; they intend to violently assault power," Maduro said, remarking on the massive use of social media farm bots from the West. During the speech, confessions of criminals recruited to carry out terrorist actions against government infrastructures were presented. Among other materials, a photograph of the detainees pointing firearms at an election poster of Nicolás Maduro was shown.
It was also revealed that the detainees were under the effects of phenethylin, commonly known as captagon, whose production has been linked to the Islamic State, hence its name "the terrorists' drug." Its effects include euphoria and reduced tiredness. The testimonies presented during the intervention also pointed out specific alliances between criminal gangs and María Corina Machado and Edmundo González Urrutia, both identified as CIA agents.
President Nicolás Maduro informed about the identification of the criminal gang "Libertad Sucre," linked to the aforementioned, which would operate following the pattern of the color revolutions experienced in Venezuela in 2007, 2014, and 2017. Hector "Niño" Guerrero, leader of the criminal organization Tren de Aragua, was highlighted as another significant element in this agenda. Guerrero was brought from Colombia to "send the little orders," the head of state said.
"The Warrior Child” was assigned to the south of Caracas, Aragua, and Carabobo to send the comanditos," Maduro reported. He also commented that Guerrero was captured by the US, settled an arrangement, and was sent to Venezuela to commit terrorism directed by the Empire's Deep State Institutions. The detainees will be brought to justice and will face sentences of between 15 and 30 years in prison. The President spoke about determining the responsibilities of the intellectual authors of every single terrorist attack and crime:
"I hold González Urrutia responsible for everything that is happening in Venezuela—for the criminal violence, the criminals, the injured, the dead, the destruction. You will be directly responsible, Edmundo González Urrutia, and María Corina Machado. Justice has to come; there has to be justice in Venezuela. It can't be that the people are attacked."
The Venezuelan president has also urged both the sectors of the opposition that call themselves "democratic" and independent political actors to distance themselves from Edmundo González and María Corina Machado. In a message of unity, he called on the international community and the Venezuelan people to support the peace and truth of the country.
Restoring Order and Repairing Damage from Violence
During the unified meeting of the Councils, it was reaffirmed that the primary objective of the Venezuelan State has been not only the restoration of public order but also the repair of the damages caused by vandalism and street violence. An example of this was the announcement of the creation of a Special Support Fund for Victims, which would become operational through an investment of $10 million. The President reiterated his commitment to the reconstruction of the affected businesses and assured that the owners will receive financial support to rebuild their establishments as soon as possible.
In a higher order of importance, other strategic measures were presented to counter the threats facing the country, focused on guaranteeing the security of the electoral system, combating disinformation, and protecting the population from violent acts. In response to the cyber attack that has severely affected the communication system of the National Electoral Council (CNE), a comprehensive action plan will be implemented with the creation of a special commission, advised by experts from Russia and China, to strengthen the country's biosecurity system.
To mitigate the context of disinformation and hatred in the media and social networks, a special commission will also be formed, led by the President of the National Assembly, Jorge Rodríguez, with the collaboration of national experts. The president mentioned that there is "an Organic Law against hate crimes on social networks that is already being worked on in the National Assembly.” Venezuela has already adopted this new, anti-fascist law.
In terms of public order, the Bolivarian National Armed Forces and citizen security agencies, as part of the second phase of the Republic Plan, will strengthen patrolling and protection in the affected communities. The government has also approved a plan to protect victims of violence, led by Diosdado Cabello, vice president of the PSUV, and the Minister of Interior, Justice and Peace, Remigio Ceballos.
A joint commission has been established between the Government and the Public Prosecutor's Office to provide legal, social, and economic protection to victims. To facilitate the reporting of criminal activities, a confidential channel has been enabled through the VenApp platform—a state-owned app with almost all you need, literally.
The actions announced at the joint meeting reflect an approach to the destabilization scenario with a comprehensive perspective, prioritizing social and economic recovery and public order. This aims to consolidate a perception of dominance over the situation, fundamental to promoting a sense of tranquility in the population, which will allow the return to normalcy, accompanied by forcefulness in the application of the laws.
First-order preconditions to address, with concentration and time, the most sensitive aspects of the regime change agenda, such as the cyber area and the dismantling of the financing channels of criminal organizations. Maduro also commented on Donald Trump's accusations of fraud by Joe Biden during the last US election and asked if any country issued an international statement against the US or requested a review of the electoral process, or the 2000 fraud of George Bush against Al Gore when Bush's cousin was governor of Florida.
President Maduro cut diplomatic relations and withdrew embassy staff and officials from Argentina, Chile, Peru, Panamá, Costa Rica, and the Dominican Republic.
